What is a Subcouncil?

A subcouncil is an entity that -

  • Consists of a number of adjoining wards, clustered together
  • Comprises ward councillors and proportional councillors
  • In terms of the Municipal Structures Act has the power to make   recommendations on any matter affecting the area
  • Can also in terms of law, be given delegated powers or be instructed to perform any duty of the Council

Role of the Subcouncil Manager

Each subcouncil is managed by a Subcouncil Manager who works closely with the Subcouncil Chairperson, who is a Councillor. The Subcouncil Manager co-ordinates all operations within that Subcouncil and is also accountable for the exercise of any power conferred, or the performance of any function or duty imposed, in terms of the By-Law. The Manager is also the person through whom and in the name of whom, all official communication between a Subcouncil and the governance structures of the Subcouncil takes place.

A primary responsibility of this official is to ensure that all such communication is dealt with efficiently and timeously.It follows that the Manager is the contact person for ratepayers' queries, requests and concerns. He/she also works closely with the subcouncil chairperson and relevant ward councillors regarding the compilation of budget requests and ensures that projects are implemented during the specific financial year. Furthermore, the Manager organises the subcouncil meetings, which are generally open to the public.
